Start the clock and cut the circle of tissue paper into a spiral. Blow up the balloon and tie the end, then stop the clock! You've made a Dancing Cobra. To make it dance, rub the balloon on your hair so that you get a bit of static electricity. Dangle the balloon over the spiral of tissue paper and watch it dance! The static electricity on the balloon attracts the paper spiral upwards. If you like, why not decorate your Cobra? It's a good idea to do this before you cut it out, as it's much less fiddly. Also, only use felt tips otherwise it'll become too heavy to dance! For an alternative, why not make a Boogying Boa - it's also made from tissue paper but cut into a different shape.
